Building safety case report support: evidence coordination and gap analysis

Safety case report support is about turning scattered building information and survey evidence into a clear, usable technical record for higher-risk building management.

We help London clients identify information gaps, coordinate surveys and prepare technical summaries that support safety case report preparation, subject to appointment scope and competence requirements.

This is the focused technical evidence, gap-analysis, golden thread and survey-coordination service. For broader Building Safety Act compliance support — Accountable Person duties, registration, Building Assessment Certificate readiness and the wider regime — see our Building Safety Act Consultants London page.

Before You Instruct

What to send, and what you receive

Share a few building details and we will confirm the right assessment or survey scope and a fee before you instruct.

What to send before we quote

  • The building address and postcode
  • Height or number of storeys, if known
  • Tenure and how the building is used
  • Any existing fire risk assessment or fire reports
  • Drawings or previous external wall information

What you receive

  • A written assessment, survey or review suited to the instruction
  • Findings and recommended next steps
  • A clear scope of what was and was not assessed

Some work can need specialist input (for example opening-up, laboratory analysis or a fire engineer); we set out where this applies and coordinate it where instructed. Ask what the report would include.

When To Instruct Us

When to instruct safety case report support

Clients usually come to us with scattered records and a duty to evidence, not a service name. These are the typical triggers.

  • You are an Accountable Person or Principal Accountable Person.
  • You manage a higher-risk residential building.
  • Existing building safety records are incomplete or scattered.
  • You need to prepare evidence for a safety case report.
  • Golden thread information is missing, inconsistent or outdated.
  • FRAEW, fire door, compartmentation or facade evidence needs coordinating.
  • You need a gap register before engaging legal or fire engineering advisers.
  • You need clearer evidence before Building Safety Regulator engagement.

Resident and management information

Advice can be framed for internal governance, resident engagement and planned action tracking.

Compliance Context

London building safety context

Our support helps make that evidence more coherent while avoiding legal advice or guarantees about regulator acceptance.

Our advice is evidence-led and written for serious property decision-makers. Where legal advice, specialist fire engineering input or statutory role appointments are required, those matters are identified clearly rather than implied.

A safety case report is how the principal accountable person for an occupied higher-risk building summarises the fire-spread and structural-failure assessments and risk-management steps supplied by all accountable persons. London's higher-risk stock makes this demanding: the golden thread of information the report should rest on is frequently incomplete after decades of ownership changes, alterations and re-cladding, so the first task is usually to establish what is genuinely known about the building. We support the accountable person by auditing existing information against the evidence a safety case needs, coordinating the surveys and specialist assessments that close the gaps — external wall, compartmentation, structural and fire-strategy evidence — and structuring it into a clear, defensible narrative. Fire engineering opinion and formal assessments are provided by competent specialists we coordinate; our role is to organise the building evidence and keep the safety case grounded in the actual condition of the building rather than in assumption.

Process

How safety case report support works

01

Initial building and dutyholder review

We confirm the building, whether it is a higher-risk building, and the Accountable Person or Principal Accountable Person position.

02

Existing information review

We review O&M files, FRAEW and fire risk documents, contractor reports, drawings and maintenance records.

03

Gap analysis

We identify what evidence is missing, inconsistent or out of date against what a safety case needs.

04

Golden thread evidence check

We check the key building information and how it is held, so it can be maintained as a golden thread.

05

Survey route planning

We set out the technical surveys required and the priority order, proportionate to risk.

06

FRAEW / fire door / compartmentation / facade input coordination

We coordinate the technical survey inputs, with competent specialists where required.

07

Technical summary preparation

We prepare clear technical summaries and schedules that support, not replace, the safety case report.

08

Action schedule for the client team

We provide a prioritised action schedule for the Accountable Person, managing agent and appointed advisers.

Professional Boundaries

What we do — and what we do not do

We provide technical building surveying and evidence support for safety case report preparation. We do not replace the legal duties of the Accountable Person or Principal Accountable Person, provide legal advice, act as the Building Safety Regulator, or guarantee regulator acceptance.

The safety case report itself, and the assessment that it is satisfactory, remain the dutyholder's responsibility and commonly require fire engineering and other specialist input. Where fire engineering, legal or statutory role input is required, we identify that clearly and coordinate with competent specialists rather than implying it is covered.

Fees

What affects the fee?

Safety case support is scoped to the building and the state of its safety information, so the fee reflects the gap between what exists and what the Regulator expects. The main factors are:

  • The size, height and complexity of the higher-risk building
  • The number of buildings covered
  • The completeness of existing safety information and assessments
  • Whether the instruction is a gap analysis or full report support
  • The coordination needed with other consultants and assessments
  • The depth of reporting and evidence assembly required
  • The programme and any Building Safety Regulator deadlines

We confirm a written scope and fee before you instruct, so the cost is clear before any commitment.

FAQs

Safety Case Report Support London FAQs

Do you write the legal safety case?

No. We provide technical building surveying and evidence support, not legal advice and not the legal safety case itself. Preparing and updating the safety case report remains the responsibility of the Principal Accountable Person. Each AP remains responsible for assessing and managing risks in its own part and supplying relevant evidence; competent fire engineering and legal input may also be required. Our role is to make the technical evidence behind it robust, organised and clearly attributed, and to identify clearly where legal or specialist input is required.

What evidence is needed for a safety case report?

A safety case needs evidence that the building safety risks, principally fire spread and structural failure, are understood and managed. In practice that draws on as-built and design information, the fire strategy, FRAEW or external wall evidence, compartmentation and fire door evidence, structural information, maintenance and inspection records and the golden thread. The exact evidence depends on the building. We help establish what is required, what already exists and what is missing.

Who is responsible for preparing a safety case report?

The Principal Accountable Person is responsible for preparing and maintaining the safety case report for an occupied higher-risk building, with input from competent professionals. Our support sits alongside that responsibility: we provide and organise the technical building evidence and gap analysis. We do not assume the dutyholder's statutory responsibility or warrant that a report is satisfactory.

Can you help Accountable Persons and Principal Accountable Persons?

Yes. Accountable Persons and Principal Accountable Persons are core clients, along with the managing agents and freeholders who act with them. We provide technical evidence, gap registers and survey coordination. APs use that work for their own parts and the PAP uses the relevant evidence to prepare and update the safety case report; statutory duties remain with the APs and PAP.

Can you identify gaps in golden thread information?

Yes. Identifying gaps in the golden thread is central to this service. We review the key building information, assess what is missing, inconsistent or out of date, and produce a gap register and a recommended route to close it. We do not operate the client's information systems or take over ongoing responsibility for maintaining the golden thread.

Can you coordinate fire door, compartmentation and FRAEW evidence?

Yes. We coordinate the technical survey inputs a safety case relies on, including FRAEW or external wall appraisal, fire compartmentation, fire door and facade evidence, with competent specialists where required. The aim is one coherent, properly attributed evidence base rather than a set of disconnected reports.

Can this include FRAEW and compartmentation?

Yes. External wall (FRAEW / PAS 9980), compartmentation, fire door and facade information all commonly feed into safety case evidence. We help scope which of these is actually needed for the building, coordinate the work and bring the findings together as structured building safety evidence.

Is this only for high-rise residential buildings?

It is primarily relevant to higher-risk residential buildings as defined under the Building Safety Act 2022, generally 18 metres or seven storeys and over with at least two residential units. Similar evidence reviews can also help complex residential portfolios and other multi-occupied buildings where building safety information needs to be brought into order.

Do you provide legal or fire engineering advice?

No. We provide RICS regulated building surveying and evidence support. Legal advice, statutory fire risk assessment, fire engineering opinion and specialist certification are distinct roles requiring specific competence and insurance. Where an instruction needs them we identify that clearly, confirm scope and competence, and coordinate competent specialists rather than implying that input is covered.

Can you help before Building Safety Regulator engagement?

Yes. We help clients get the technical evidence into order before engaging the Building Safety Regulator: a gap register, a golden thread evidence schedule and a prioritised survey route. The engagement itself, and the statutory duties around it, remain with the dutyholder, and we do not guarantee regulator acceptance, which is a matter for the regulator.

Can you support golden thread information?

Yes. We review available information, identify gaps and help structure the key building information so it can be maintained as a golden thread for ongoing building safety management, alongside the dutyholder's own systems and responsibilities.
